Is there a reason why Meowth and Stufful are listed as "will not evolve"?

But anyway....

Given your Zard's nature and that it has Flare Blitz, going the Mega Zard X route would be best for it, so something like:

Charizard @ Charizardite X
Nature: Lonely
Ability: Solar Power--->Tough Claws
EVs: 252 Attack / 252 Speed / 4 Sp.Def
-Flare Blitz
-Swords Dance
-Dragon Claw
-Roost/Earthquake

Dragon Dance is kind of the better set-up move for it, but since that's not happening, it can still function as a somewhat potent wallbreaker with a SD set.

For Salazzle:

Salazzle @ Poisonium Z or Life Orb
Nature: Hasty
Ability: Corrosion
EVs: 252 Sp.Atk / 252 Spe / 4 Sp.Def
-Flamethrower/Fire Blast
-Sludge Bomb/Sludge Wave
-Nasty Plot
