    Read the FAQ before asking a question next time.

    You can't get to Four Island, Five Island, Six Island, or Seven Island until you get the Rainbow Pass from Celio. Get the National Dex (capture 60+ Pokemon and then talk to Oak), defeat the E4, then talk to Celio to be sent on a mission. Find the ruby plate (read the FAQ) and then give it to him for the Rainbow Pass.
