That was a pretty terrible call, imo, for a move.
1. We don't know which game he's playing.
2. We don't know what pokemon he has
3. We don't know what movesets he has for the pokemon we don't know he has
4. This is for teambuilding, not for general tomfoolery
5. It doesn't take the efforts of a teambuilding forum to beat the Elite Four in either game

Depending on which game you're playing, here's a general pokemon list:
RuSaEm:
Hariyama/Blaziken
Swampert/Sceptile (Ice Beam, Surf, Eq, Endeavor/Leaf Blade, Dragon Claw, 2 other moves that I can't really think of offhand because mine is able to Thunderpunch respectively)
RuSa: Ludicolo (ice Beam, Surf, Leech Seed, blah)
Emerald: Manectric (crunch, thunderbolt, thunder wave, some other special attack)
Moves you want to have in your party: Brick Break/stronger fighting move w/ good accuracy, Surf, Ice Beam, Crunch/Shadow Ball, Leaf Blade/Thunderbolt
FrLg:
Raichu/Zapdos
Alakazam
Lapras/Articuno (I personally prefer Lapras because it learns boltbeam and surf, meaning it has beastly type coverage for the e-4)
Your starter (since it's probably at a really high level)
Snorlax
Thunderbolt takes care of Loreli, Psychic and Surf take care of Bruno, Psychic takes care of Agatha, Ice Beam takes care of Drake (ok, Ice Beam and Surf/Thunderbolt), and Ice Beam takes care of 3 of Gary's pokemon, Thunderbolt takes care of 2 (one of which also seccumbs to IB), Surf takes out another, pretty much any physical attack from Snorlax will kill Alakazam, and I don't remember the 6th pokemon on his team, but it probably isn't something you need to worry about.
