I know the steps to take but I need to find the disk

What does it say on the Vista Disk? I don't know which CD.

What it says will depend on exactly where you got the disc. If it was an official Microsoft upgrade or new software, then it will be this really shiny holographic looking disc. If you bought the computer with the current operating system, you'll be looking for a disc that has the name of the computer manufacturer you bought it from, along with a little bit of information regarding an operating system or OS. If the second case is true, and you've never used that disc before, it'll probably be packages in plastic wrap or a sealed case of some sort, but usually not solid plastic or anything like that. Finally, if you bought a display model from a store, you probably never had the disc to begin with. Also, you might not actually have a disc, but might instead have a recovery partition. If that is the case, your computer's manual should mention that.

How the heck did you get a missing BootMGR? It takes an accident in messing with the disk partitions and operating systems to do that!

And yes, the only solution would have to be either finding the disk or installing a new OS.

Really, if you can't find it, download the Windows 7 RC ISO and write it to a disk and install that to your bad PC. All previous files will be saved to Windows.old.

It should say (this is for DELL):

    Operating System
    Already Installed on Your Computer
    Reinstallation DVD
Windows Vista ( then w/e version it is)
then all that extra info stating what the dvd is for

I had this same issue before and actually had to get a new cd from Dell, so you may want to call whatever company made the laptop or PC if you can't find the disc.

I had to get a new OS. Thank you guys for all the help though,
