Xatu is a better weather set-upper, IMO, because of its Magic Bounce ability indirectly supporting the team. Victini is better off in an all-out attacking role:

-Roost
-U-turn
-Psychic/Night Shade

Ability: Magic Bounce

IMO, Arcanine should make use of what it gained in B1/W1. SolarBeam runs off of its weaker Special Attack stat, while Outrage, despite having good coverage with Flare Blitz, leaves Arcanine locked in for 2-3 turns and confuses it after that:

-Close Combat
-Wild Charge
-Morning Sun/ExtremeSpeed/Crunch
Nature: Adamant/Jolly
EVs: 4 HP/252 Atk/252 Spe

Tornadus is currently OU (both forms). A Rapid Spinner, like Hitmontop or Claydol are more useful to get rid of your team's Stealth Rock weakness:
