Kingdra is usually mainly used for Rain Dancing.

Here is a moveset for you:

Surf
Ice Beam
Rain Dance
Rest
 
HP: Electric/Toxic over Rest is what most people use
 
Well I myself am impartial to

~Dragon Dance
~Substitute
~Flail
~HP Ghost

You usually need a couple of DDs to get it going but once you do it becomes pretty powerful.

If you're going to dance, I think Endure would be better. And... Flail? I'll check...
Yep, husk, it does.
 
Funny thing is that set gets stopped by Rock pokes
which is pretty wierd for a Kindra being a water type and all

A better (more luck based) set I just tested:

Kingdra@ Focus Band
~Dragon Dance
~Surf
~Flail
~Hp:Ghost

lol it acutally works too, some times...
 
Eww. No. Flail, Reversal, need 1HP to be devastating. Kingdra does get 1HP only if Focus Band activate, 10% chance, or by EXTREME HAX. That won't work :p Hidden Power steel? Whacks ghosts hard too; if you get a couple of DDs it should OHKO most but Dusclops, yeah.

Dragonbreath, Ice Beam, Hydro Pump/Surf, Rain Dance.

Or if you're lucky enough HP Dragon over Dragon breath, though the 2 are quite tied.
 
Dragon breath paralyzes which is why I would choose it over HP Dragon
 
Hp dragon has better base, and thus better benefit from stab, but I see your point. That's why I said they're tied.
 
Right now I'm using

Kindra@ Liechi berry
~Rain Dance/Agility
~Surf/Hydro Pump
~Sub
~Flail


and it works better than the focus band one

Well I created Subflail Kingdra a while ago and a few people flogged it off me.

I know it was probably already used but anyway...

I used Sub/Flail/HP Ghost/Dragon Dance originally, but now I'm thinking with the increase in Tyranitar usage something like Sub/Flail/Rain Dance/HP Steel.

Subflail is obvious enough, kill Tar and set up a Rain Dance, then try to Subflail again with a Liechi Berry, since Rain Dance will double Kingdras speed.

It's a weird set but it could work.

Rain Dance is there to get rid of thwe Sandstream, even though it still ruins your HP pattern anyway.
