[Help] where to find a blank pokemon rom

ok, ive been trying to make a hack for so long and well, it just doesnt work.
part of the reason is i dont know how to script, and the other part is ive been looking for a blank pokemon rom for a long time.
if anyone knows where i can get a blank rom please tell me.
