help with all-gary team

well i usually use the starters(vena, blastoise, zard) so my knowledge on non-starter pokemon is somewhat limited. since my ash team is pretty much invincible now i've decided to work on a gary team instead. gary has had some very good pokemon actually, as his has some of the most OU pokemon ever. the only problem is i'm not familiar with OU(save snorlax :P) so that's why i need your help.

ev's may seem bizzare but i figure with swift swim it's not like he needs any ev's in speed cuz i always start the battle with rain dance... i'm contemplating hp electric cuz i find gyarados very annoying.. more so than skarms which are quite harmless.

i thought about houdoom but sunny day and rain dance contradict, and i wanted to go w/ arcanine for extremespeed. it's too cool.
