This isn't something that will be used with all 6 pokemon against a full party, so there is a little more leeway. In any case this is what I have so far, and tell me if you guys have opposing opinions, or something that sounds better. No legendaries like Raikou/Zapdos are allowed.

    Rotom-Wash @ Choice Scarf
    Levitate

    252 HP, 252 SpD, 4 D Calm

    Trick
    Confuse Ray
    Shadow Ball
    Will O-Wisp

    Heliolisk @ Damp Rock
    Dry Skin

    252 SpA, 252 Spe, 4 HP Timid

    Thunder
    Rain Dance
    Surf
    Dark Pulse

    Jolteon @ Life Orb
    Quick Feet

    252 SpA, 252 Spe, 4 HP Timid

    Volt Switch
    Heal Bell
    Shadow Ball
    Signal Beam

    Manectric @ Manectite
    Static

    252 SpA, 252 Spe, 4 Def Timid

    Flamethrower
    Toxic
    HP Water
    Discharge

    Galvantula @ Big Root
    Compound Eyes

    252 SpA, 252 Spe, 4 Def Timid

    Thunder
    Thunder Wave
    Bug Buzz
    Giga Drain

    Ampharos @ Ampharosite
    Static

    252 HP, 252 SpA, 4 Def Modest

    Power Gem
    Charge Beam
    Focus Blast
    Dragon Pulse

Now I would just like to note that I am fairly new to competitive so I am certain there are some things that need to be changed. Also I note that I don't have any physical attackers, but there isn't exactly any electric physical attackers that tickle my fancy.

Lack of STAB hurts on Rotom, you know. It's Electric/Water, unlike regular Rotom, who's Electric/Ghost. Here's a better take on the Choice Scarf set:
    -Volt Switch
    -Hydro Pump
    -Thunderbolt/Will-o-Wisp
    -Trick
    Nature: Modest/Timid
    EVs: 4 HP/252 SAtk/252 Spe
    Item: Choice Scarf

Heliolisk is generally too frail to set up its own rain:
    -Thunderbolt
    -Volt Switch
    -Grass Knot
    -Hidden Power (Ice)
    Nature: Timid
    EVs: 4 Def/252 SAtk/252 Spe
    Item: Life Orb/Choice Specs
    Ability: Dry Skin

There's little reason for Jolteon to use Quick Feet because it's so darn fast already:
    -Substitute
    -Baton Pass
    -Thunderbolt
    -Wish/Hidden Power (Grass)
    Nature: Timid
    EVs: 80 HP/252 SAtk/176 Spe
    Item: Leftovers
    Ability: Volt Absorb

    or
    -Thunderbolt
    -Volt Switch
    -Hidden Power (Water/Ice/Grass)
    -Signal Beam
    Nature: Timid
    EVs: 4 Def/252 SAtk/252 Spe
    Item: Life Orb/Choice Specs
    Ability: Volt Absorb

Mega Manectric should stick to offensive roles only:
    -Thunderbolt
    -Volt Switch
    -Overheat
    -Hidden Power (Ice)
    Nature: Timid
    EVs: 4 Def/252 SAtk/252 Spe
    Item: Manectite
Ability: Lightning Rod (a superior ability compared to Static)

Galvantula's main niche is setting up Sticky Web. Why are you not taking advantage of that? Though Electric Pokemon are fast in general, slowing down Choice Scarfers is helpful:
    -Sticky Web
    -Thunder
    -Bug Buzz
    -Volt Switch/Giga Drain/Energy Ball/Hidden Power (Ice/Fire)
    Nature: Timid
    EVs: 4 Def/252 SAtk/252 Spe
    Item: Focus Sash/Life Orb
    Ability: Compound Eyes

Power Gem doesn't give Ampharos any notable coverage; its dual STABs and Focus Blast are all it needs. Charge Beam isn't worth using because it doesn't net you the Special Attack boost all the time:
    -Rest
    -Sleep Talk
    -Volt Switch
    -Dragon Pulse
    Nature: Calm
    EVs: 248 HP/28 SAtk/232 SDef
    Item: Ampharosite
    Ability: Static

    or
    -Agility
    -Thunderbolt
    -Dragon Pulse
    -Focus Blast
    Nature: Modest
    EVs: 4 HP/252 SAtk/252 Spe
    Item: Ampharosite
    Ability: Static

I don't see much reason for volt absorb/lightning rod on this team at all though as the enemy is highly unlikely to use electric moves against a team that is completely electric. Unless they are running a jolteon with synchronoise or something. Just seems like a waste of an ability. That being said the rest of this seems really solid, and much better than what I had going.

Remember that Electric moves inflict neutral damage on Wash Rotom. If you happen to be running that alongside Jolteon or Manectric, they can switch in freely and gain HP and power, respectively.

Ok thank you I will take your advice... Now I just have to breed for an eternity xP
