K I know what UU, BL, and OU stand for.
But how do they classify them......
Do they classify them by how much there used or by there stats??
Because i never see anyone using Clefable, Tauros, Crobat, or Houndoom but yet there classified as the OU pokes.

Everything except BL is organizaed based on stats, movepool and typing.

that actually answered my question on that, too....

so it's basically determined by Base Stats and what seems like an upper hand in comparison to other pokes...

Overused are the best non-uber pokemon. Either their stats, movepool, typing, or ability give it a great deal of power. Take bliss for example. It has a nice support movepool, godly stats, nice ability, and okay typing. this makes it OU. Weavile is another example. It has amazing speed and attack, and with two powerful STABs, only a full powered physical wall stands up to this bad-boy.

BL pokemon are mostly pokemon that are too dominant to be in UUs, but aren't quite up with the OUs. steelix is an example. It would eat up UUs, but in OUs, it isn't as good as skarm, forry, and co. for bneing weak to Earthquake, which hurts its walling capabilities.

    And so on...

like Scizor would make a good tank, except it has mediocre HP

What I don't understand is why people call it BL and they're banned from UU =/
