3rd Gen Help with Regirock!

well,after reading the walkthrough...i know that inorder to catch regirock,i nid to have pokemon with dig,wailord and relicanth....i have already have both of them....now i am looking for the underwater to be dived in around the strong current water.....after i search for the diving area for 1 hour,i stil cant get where it is?pls help n guide me where it is....i know its at the west of pacifidlog city......
