Help with wild encounters

So I recently started making my own fan games, and I've been using the wiki and Thundagas guide on how to setup a game, but for some reason, I can't get my test route to have any encounters
here's what I have on the encounters.txt file

I checked the route ID and it is correct, but I have no idea what I'm doing wrong, any help would be appreciated.

I have no idea which game you are hacking, but I'm going to ask the obvious:
Did you tell the game to load your test encounters .txt file as an encounter, rather than simply include the file? If you simply have a .txt file in a folder, it's probably not going to do anything, at least not in any of the disassembles I've used (but I admit I haven't used pokefirered or emerald).
Did you try swapping a different encounters file and see if that one works? Or editing a single pokemon in that one? If that works, try editing more pokemon on that one, then copying that working file and the call to it.
Did you try swapping a normal route encounters with your test encounters?
