    to do it you need full tempo on all 9 parts of the purify chamber and everything full then you'll get a message saying something happened to Lugia! voila there you go!
     
    The easiest way is to keep sticking a ton of Hoppips in there because they are flying and grass and flying beats grass. So just fill all the chambers with Hoppips to get perfect tempo!
     
    i got 1, 3, 5, and 6 maxed

    (sorry for doble posting) teddyruisas will work too because norm. beats norm.
