[ASM & Hex] Hex Question

    Hello,
    I noticed many here are what I consider fluent in Hex editing.
    I have a background in Computer Science, but I want to further understand a concept I cannot yet grasp in Hex Editing which is inhibiting my ability to script.

    I understand that fundamentally everything is a number which is all data is.
    Everything has a number attached to it from a state to movements an NPC makes.

    But how can I see what each flag or variable is in a rom? Where can I find what gives each two digit hex value its inherit meaning?
    I want to be good enough to know how to omit the intro of a game just by understanding how the hex works.
