Welcome to PC!!^^ I am Blackie and if you need help, just drop a PM in my box!!^^ The way this communtiy works is that you can talk about stuff in different threads and blah.
For example:
Blackie wants to show off her cool art of Wallace and Winona.
So, she goes into the art gallery and makes a topic there calling "Gracefulshippy Love FOREVER!!!!". Then she can wait for replies by chatting with friends in her fanclub under mix communtiy groups or working her butt off in her friend's club updateing the first post and running the welcome home project or she can welcome people in this thread or she can get chocolate milk...just kidding about the last part. There are ALOT of topics to go too and i hope you have fun!!!** MAKE SURE YOU READ THE RULES!!!!!!^^
And i did draw a wallace and winona picture, but im not the type of person who would just post it in the art gallery.....im afraid of getting knock out with nasty comments....XD

PC does not supply ROMs. It's against the law, and we don't want to get in trouble.
We only supply patches. Those can be downloaded in threads in the ROM-hacking section.
As for other sites, I donno. You'll have to figure that out yourself.
