Not sure if I'm too late to this... These movesets are made with the assumption that 1) you'll evolve all of your Pokemon, 2) this isn't for competitive, 3) the Pokemon don't have egg moves, and 4) you have access to all TMs, HMs, and move tutors.

Meganium
- Energy Ball / Seed Bomb
- Earthquake
- Body Slam / Return
- Synthesis

Reflect, Light Screen, and Petal Dance also work.

Cloyster
- Surf
- Icicle Spear / Ice Beam
- Return / Rock Blast
- Ice Shard

Azumarill
- Waterfall
- Return / Double-Edge
- Ice Punch
- Aqua Jet

Rain Dance could be fit on either of these.

Jolteon
- Thunderbolt
- Shadow Ball
- Charge Beam
- Baton Pass / Signal Beam

Hidden Power Grass or Ice in the last slot if you got lucky.

Weezing
- Sludge Bomb
- Flamethrower
- Thunderbolt
- Toxic / Will-O-Wisp / Rest / Pain Split

Last move is just filler. You could use Sleep Talk over Tbolt if you use Rest.

Tauros
- Return / Double-Edge
- Earthquake
- Stone Edge / Rock Slide
- Payback
