Hi I just want a take on this

I am Masaaki and I created a Custom Pokemon(not card) and wanted opinions on it I could not find the place for non card custom pokemon.

Hareoisi (non legendary two preevolved forms)
Ghost/Dark
Abilities
Levitate
Ghost Touch 20 percent chance of falling asleep if contact is made with Hareoisi
Stats
HP: 95
ATK: 95
DEF 115
SP ATK: 25
SP DEF: 100
Speed: 90

Signature Move

Haunt - 20 Power per hit 10 PP 100 Percent Acc. The target is hit 4-5 times and if the target would switch pokemon the power of this move is doubled and will hit the switching pokemon.

I know this would be in the OU Tier but I was wondering is it broken and yes it can learn Toxic Spikes?
