Hidden fates pin box error?

    Hidden fates mewtwo pin collection box....

    Back of box says 3 booster packs and there is clearly only 2 in box? Am I crazy or has anyone else seen this?

    check for signs it was returned, like a shoddy retape or pack resealing. I haven't personally seen any like this, but I haven't bought any since August.
