Poliwag for Surf, Whirlpool, Waterfall, and maybe Dig for escape purposes.
Nidoran (Male) for Cut, Rock Smash, Rock Climb, and Strength. Use Fly on your main flying pokemon if you have 1.

Anyways, Rattata/Raticate is always good. Quagsire (or even the Red Gyarados, heh) is another option to consider, and besides Fly that'd cover the HMs pretty well for you, on top of the ones already suggested.
