    Hmm, well, at low levels that's pretty good, but when you reach the higher levels, you may want
    Hypnosis
    Dream eater
    Night shade
    Toxic

    Some people don't like the dream eater/hynosis combo, but there are so many other usable moves available that there isn't any specific moveset I could list.
     
    you could go DB with perish trapping, or elemental sweeping and then DB?
     
    It looks good... Try evolving it for better stats?
    Anyways, this might do:
    Hypnosis/Toxic
    Dream Eater/Night Shade
    Perish Song/Destiny Bond (I don't know Gastly/evolution set too well :P)
    Mean Look

    Yeah.
     
    Gengar
    Mean Look
    Perish Song
    Destiny Bond
    Protect
