HMs as Items in v17.2??

Hi! I'm trying to make items that serve the function of HMs without removing the HMs from the game themselves. However, all of the guides I could find are for really old versions of Essentials, and I have no idea what to do. I'm not afraid of manually going through different scripts and editing them/creating new ones, but I'd like to know what to actually do, as I'm sure a lot of other people would.

Here is a partial solution that I did for someone else. Only a few of the key items, but it shouldn't be hard to adapt it to all the items you need. It has some changes to support the Following Pokémon script that's floating about.
