We already know that both Luiga and Ho-Oh will be obtained within both games like the originals. As of levels, it is probably safe to assume that it may just be about the same as what it was before. If anything, then what you have suggested here may be implemented along with changes in moves. Other than this and knowing they are both located within each game, then I don't think there is much else to say really.
 
I'd say it's probably the same as GS. Version legend: 40, Extra legend: 70. I wouldn't mind that, especially since now they won't lose their special move from being too high (Sacred Fire/Aeroblast).
 
You'll most likely get them in both games.
In Gold and Silver they did, so I don't see why they'd take that out for the remakes.

YOU CAN GET BOTH HO-OH AND LUGIA INSIDE EACH OF THE GAMES. THEY ARE NOT VERSION EXCLUSIVE.

This is no longer speculation, it is fact because it has been announced... please keep up people ;__;

Even though this has been said many times before, not everyone knows about it. This is still fresh information to some as not everyone can always keep up to date on HeartGold and SoulSilver. So, I'm not surprised people are still curious about it, but I'm also not suprised they never read what others have commented about. So, I still give people time for these things, because yes it is a new game coming out and all, but again no one is always keeping up with it unless they want to.

I think you will be able to catch both legendary Pokemon. However, I think there will be more of a task this time behind finding them. But maybe that's just wishful thinking on my part.

To tell you the truth, before in the originals we were simply given the two needed wings to obtain these Pokémon. Personally, it was quite sad because more could have been done to get them. So, whether it be wishful thinking or not, I prefer them to twist in an extended storyline or plot afterwards for when it comes time to capture the legendary Ho-Oh and Lugia. For instance, when given the Silver Wing, I believe in Pewter City, instead of an old man simply handing it to us, I rather we have to go through a small quest or side plot to obtain it. This will keep the game more interesting for the players and make it all the more fun to having to capture the two game mascots.

However, I'm really glad they were not held exclusive, because I know not everyone will buy both versions, so I'm glad people at least get the chance to have their own Lugia and Ho-Oh together.

Whether it's new information that not everyone knows or not. How does that excuse people from not reading the thread they post in before they post? It has been stated in this thread many times that it is confirmed. Not reading other people's posts is just lazy... especially when it's within a page of your post :/

Just like you say how reading someone's post is important, you should also note that I said in that post to you, "I'm not surprised people are still curious about it, but I'm also not suprised they never read what others have commented about." So, yes I do see where you are coming from on this, but I also mentioned it as well.

Anyway, the whole point is that both Lugia and Ho-Oh will be in both games and not held exclusively. Although we may know of this, there is still thought on how we may obtain them. Will it be held like before where we are simply given the items needed, or will we have to go through a mid plot afterwards to obtain them? So, speculation on these two can still continue, but without further information on them and their details within the game, it is hard to tell how they will be incorporated this time around.

Many want at least a semi-plot involved, and I wouldn't blame them. As getting the two before in the originals were a bit easier than how it is done with most recent games. For instance, even though traveling to Rayquaza's location was easy in RSE they at least backed up the difficulty with the cracked flooring. So, if this is not implemented, hopefully a bit of challenge will be involved when it comes to catching these two, just for the extra fun [in my opinion].

I know you felt that way, I wasn't directing that specifically at you ^^ I'm just saying that the only real defense that people have for still speculating whether they are version specific or not is that "they didn't know," as you mentioned. I am just giving a pre-emptive warning to everyone else who feels they are justified by this that it is no excuse to not read the other posts. I am very tolerant of answering the same question again and again, but when it has been stated within a page, it's to the point of unacceptable. I can understand 5-10 pages away, but less than 1 is just wrong :/
