holo steelix..please help me

hello out there friends. ive started collecting in the base series of pokemon, its fun but i have a card here, a holo japanese steelix i got a couple years ago. but i have no info on it and i have not seen this exact one anywhere ever. i wanted to know if anyone out there would be so kind to help me on some info of this card, basically any information about my card it would be very appreciated,

An educated guess is that it is the Promo Japanese Steelix given out with Pokemon Trainer Magazine when Neo1 came out (& since there are no English equivalents of this card).
Not entirely sure of value however.

Take a look at the expansion symbol; it's Neo Genesis. Add the fact that the Onix cards printed beforehand had quite high HP to begin with. That aside, I think it's a promotional card, judging by the text on the bottom of the card border and the lack of rarity.

The first attack ('Metal Crush'?) looks as if it can only be used once, à la Base Set Farfetch'd's Leek Slap. The second, I'm not too sure.

I think it's a coin flip attack (fail on tails?) because if it can only be used once its too not an attack...

Or otherwise 50 damage to self upon tails or something weird/stupid, because it does only require 1 energy to use...

I checked the kanji against my copy of Koga's Beedrill, which I know to have an attack that can only be used once with a flip of tails doing nothing. They generally match.
