    ok so I totally got up to the top of tin tower and hooh is totally not there T_T any ideas as to why?
     
    Maybe it needs to be activated by something?
     
    Wow Hiroshi have you already started to play and got that far, or spoilers?
     
    Regardless of how far he got or not, that's what needs to be done to get Lugia/Ho-oh depending on the game version.
