3rd Gen Horsea / Jigglypuff

I'm a little stuck in pokemon emerald.
I can't find horsea. I know where to find it, but I don't know if i should fish or surf around.
Also, i can't find jigglypuff.
I think its near where you get Groudon.
Can anybody help

Jigglybuff is on Route 115 on the north section, but it is extreamly rare, and to aquire Horsea you need to Fish on Routes 132, 133, 134, and in Pacifidlog Town, its pretty common

For Jigglypuff, you have to go to the edge of Petalburg City (like where Mr. Briney's house is). Surf up north and you should see a small patch of grass over there. That is the only place that you can find Jigglypuff.
