    Can Pokemon Firered develop Pokémon even though they are already out of level?
    For example, I have a psyduck level 33, which should also develop with level 33.
     
    I take it by "develop" you mean "evolve". Pokemon that evolve via level up can evolve at any level after the designated one, provided it's not at level 100. So your Psyduck can evolve at level 33, or you can cancel the evolution and let it evolve at a later level.
