[ASM & Hex] How can I make HM moves not need to be taught to be used in the field in EMERALD??

I've been searching through the different threads here and I've found a few things but nothing that has worked, I can figure out cut and rock smash easily enough by opening the scripts on the trees and rocks in AdvanceMap, Surf I found some things that aren't working (writing 00 00 at 0x9C80A and 08 6B at 0x9C81C) but Fly and Flash, Waterfall and Dive I've found NOTHING so far. I just want the HM moves to be either items or able to use by activating the tile like normal, please help!!!
