What does its name have to do with its type? It is the CONTINENTAL Pokemon. Continental = Ground.

No, Kyogre gets totally owned by Shedinja. The best ubers are Groudon or Mewtwo.
And like shane said, making it Fire/Ground would give it a 4x Water weakness while adding no beneficial resistances, so it's better off as pure Ground.

Once again, you are nitpicking what I am saying. Offensively, Groudon doesn't rely on Drought as much as Kyogre does Drizzle. When Drought overlaps Drizzle, Kyogre's STAB move is halved, Thunder drops to 50%, and freezing is prevented. When Drizzle overlaps Drought, Groudon's only move that is affected is a Fire move, which it only has in its arsenal to gain the boost of Drought anyway.
