I seen plenty but they're all old and outdated (at least the ones won't work for me) and this is a big thing that I NEED to have fun rom hacking.

I seen plenty but they're all old and outdated (at least the ones won't work for me) and this is a big thing that I NEED to have fun rom hacking.

You can use a pre-made base (though I wouldn't recommend it) or you can add .ini files, sprites, icons, evolutions, cries etc. manually using your desired Pokémon editor. Though I think the best programs are Gen III Hacking Suite and PGE.
