Well, I hear that if you have a foreign ditto in the daycare, it doubles your chances of getting a shiny in the egg. It may also help if the other parent is foreign also.
"If you breed pokemon from different regions, for example a Japanese ditto, with an American ponyta, the chances of hatching a shiny becomes 1/2048 rather than 1/8192. It's called the Masuda Method."
Or you could stalk the trade boards and look for one... and to answer your question...or to repeat someone's answer the chances of hatching a shiny becomes 1/2048 rather than 1/8192.
Other than the Masuda Method and RNG, the only other way to find a Shiny is by luck and chance. Everything mentioned above pretty much answers this question though. Might I direct you to use the HG/SS Help Thread for further questions please.
