3rd Gen How do i find....

Hi, Does anyone know where i can find waterful ?
I only need one more badge and the Gym door is locked in Stoopolis, Does anyone know what i do to get the Gym leader back to the gym and where to find Waterfull thanks.

In Emerald, Wallace gives you Waterfall in front of the gym, but since that obviously didn't happen, I will assume that you are using Ruby/Sapphire. In that case, you have to Surf to the left, go up and around to the right and down to the Cave of Origin. There you will meet Steven and Wallace, the Sootopolis Gym leader. After some talking, they will send you into the cave where you will find HM07 in an item ball. Now, this is also where you battle Groudon so make sure you have about 50 Ultra Balls with you and SAVE YOUR GAME FIRST!!! Good luck.

Sorry about making the Question long.
Anyhow, i got to the front of the Cave of Origin and an old man is in front of it, he won't let me through, how do i get past him ?

That tells me that you haven't gone to the Seafloor Cavern and battled Archie/Maxie yet and they haven't used the colored orb to awaken Kyogre/Groudon. The Seafloor Cavern is south of Mossdeep.
