4th Gen How do I get to Sunyshore city?

Iv'e seen a cave blocked by some Grunt that doesn't have any pokemon. Is it this one?
 
Don't worry about him. After you catch Dialga, the grunt will move and you can get a TM.
 
Iv'e got a Timid Dialga, you can lock this tread now. Thank you for anyone that replied here!
 
Oh, I think shae was at the Diakga and Palkia sprites painting. Thats why I was o confusded.
