3rd Gen How Do you catch the legendaries like Lugia, Deoxy, etc...

    I'm using Pokemon Sapphire to complete my pokedex and I'm missing 6 pokemons. And it's :

    Mew
    Lugia
    Celebi
    Deoxys
    Jirachi

    Is there any possible way to get them right NOW. I know the special events like Pokemon Rock America are done but is there anyways besides Pokemon Rocks America or Cheating?

    I live in NYC so I could go to the Pokemon Center NYC. So do tell if I could get any of them in the Pokemon Center.

    I'm pretty sure Mew, Lugia, and Celebi can only be obtained by the Pokemon Center or cheating. You can find out how to get Deoxys by going here: https://pokemon.com/deoxys/ . Jirachi can be collected by a Nintendo Promotion or the bonus disk that came with a preordered copy of Pokemon Coloseum. There may be diffrent ways to get Deoxys and Jirachi but I don't know them.
     
    Lugia and deoxys- can be caught in firered and emerald I dont think they can be caught in Sapphire without cheating or promotions ,celebi-cheating, promotion ?
    mew - EMERALD!!! , cheating promotion.
    jarachi- colloseaum bous disk , promotion cheating.....
     
    Lugia and Deoxys = Using a ticket. Aurora Ticket for Deoxys, and the Mystic Ticket for Lugia. Use an e-reader to access them.

    Mew: You can obtain in Emerald on World's Edge Island.

    Jirachi: From the American Colosseum Bonus Disk. If you are in the UK, then Pokemon Channel.
     
    I have an e-reader, but Where's Mystic Ticket for Lugia? I really like Lugia. And I'm lookin' for Rukario too

    Lugia & Ho-Oh: Navel Rock. I think you can get them on the promo but... Cheating. Mystic Ticket


    Jirachi: Easy. Colosseum Bonus Disk.

    Deoxys: ... Birth Isle. Nintendo Event, cheating ... Aurora Ticket

    E-reader is for the locked door in Mossdeep City (R&S) Sootoplis City (E). It lets you vs. super powerful skilled trainers.
     
    Mew: Toys R us Event or Faraway Island

    Lugia & Ho-Oh: Event Mysticn ticket

    Deoxys: Event Aurora Ticket

    Jirachi: Bonus Disk Collesseum
