In Emerald you do this:
Regirock- On the center of the braille plaque walk left two spaces, down two spaces, and activate Rock Smash.
Regice-Run around the room clockwise staying close to the wall
In R/S
Regirock-Go right two spaces and down two spaces and use strength
Regice-Wait on the middle plaque for an extended amount of time

In Sapphire, I tried to solve the Braille puzzle in Regice's tomb. As soon as I decoded the Braille, the door opened. As for Regirock, I think it is over two, down three, and use Strength.

If you go to Petalburg City and then go east and get into the water. When you reach the water, surf, go down until you see an island with lots of trees on it. Go all the way till that islands tip(isn't far) and turn left to go around the other side. Don't stop when you gone up the other side of the island. Continue going up until you see the open cave with Regice in it.
Enter the desert by going north from Mauville. When you reach the desert turn right and then begin to go down to the very southern tip of the desert. You will eventually come across the cave with Regirock in it.
