are you on Gold, silver, or Crysyal...it kinda makes a difference.
Gold: beat Team Rocket in the Radio Tower then the Tower's manager will give you the Rainbow Wing
Silver: once in Kanto, talk to a man Pewter City...one wil give you the Rainbow Wing
Crystal: you must find ad capture all three legendary dogs and then the wise trio of the Tin Tower will give you the Rainbow wing
Gold: beat Team Rocket in the Radio Tower then the Tower's manager will give you the Rainbow Wing
