Question: How do you get...

Signatures to have like, the ability to hover and see text or make things clickable? I heard it was something called CSS or something.

Anyways, what is CSS and is it easy to learn/do?

Also, you may be looking for looking for url tags and title tags.
url tags are used to make things clickable. The format is:
[url=*Your Link Here*]*Text or images here*[/url]
For example:
[url=https://YouTube.com][img]https://img.photobucket.com/albums/v437/lightningchan/siggies/favicons/youtube.png[/img]YouTube[/url]

Will give:
YouTube


For having hovering text, title tags are used.
The format is:
[title=*text you want to hover*]*text or image you want it to hover over*[/title]
For example:
[title=A site for cataloging your games][img]https://img200.imageshack.us/img200/9687/backloggeryicon.png[/img]Backloggery[/title]

Will give:

Backloggery
