Sometimes I think the program knows what it's doing and sometimes I don't. Does it base it's decision on CP, moves, IVs, minor attack, major attack or something else. Is there any way to make it smarter?

    who knows.

    i have 5 pokemon over 2000 cp.

it never picks these. it usually picks stuff in the 1200-1400 range. and most times, i'm at a big disadvantage cp-wise going in.
so i figured it was picking pokemon that would be effective. nope. keep getting the "not very effective" message repeatedly.

Is the Gym leader pokemon the only one considered when pre-selecting?

I noticed that a lot of my fire pokemons were pre-selected when an Exeggutor was the pokemon with the highest CP in a rival gym I attacked but the first few pokemons were actually water types so I had to change at least 2 to include electric type (generally with lower CPs as that of my other pokemons).
