6th Gen How to get into Sootopolis gym?

I'm at a point in Omega Ruby where Sootopolis gym is still locked but I've progressed as far in the story as I can and I can't figure out where to go next. I googled it and apparently I'm suppose to go to the Cave of Origin but the guy there still tells me to leave?

Have you been to Seafloor Cavern and released Groudon? Once you do that, you should be able to access the Cave of Origin.
