3rd Gen How to get to Islands 4 5 6?

    I beat the elite 4, and i still can't find the ticket to get to the islands 4 5 and 6, where do i get it? i looked all over island one. Oh, and how do you get in the cave to get the ruby or sapphire to power that PC thingy?
