You can copy the script of an existing Gym Leader and just change the trainer index and the text, then repoint it.
Then you couple your new script to your NPC in advance map and there you go!

With regards to tiles, this guide for AdvanceMap is great, easy to follow instructions for tile insertion. There are plenty of free tile resources you can use by searching around here on the forums, on deviantart, our Discord and even Google to find any specific tiles you might want :) for the battles, I'd say Hopeless Trainer Editor is the best tool to use for binary. That's where you'll be able to get the trainer index number you'll need.
