    I'm not going to advertise a forum if I find out how this was made but since thats the question please answer!

    The staff bought a forum software called vBulletin and uploaded the files onto a web host and then installed it.

    If you're a beginner it might be too complex for you, so start out with a free hosted forum solution, like say zetaboards: www.zetaboards.com
