If you mean Amity Square in Hearthome then yes, other than that, no.

No,that feature was only in Pokemon Yellow and it was only with Pikachu

No he is talking about Amity Sqaure. Its to the north in Hearthrome city. Yes, you can walk around with your starter (1st stage) and some other pokemon too.

You can. The only rule is the Pokemon has to be "cute" enough to be allowed to enter.
