3rd Gen i have been searching for thunder

ive been looking for thunder for so long now, and i still cant find it in the power plant, and its not in my bag, and i havent used it, i even checked my electric pokemon and none of them know thunder, i wanna teach it to my zapdos instead of getting him to like lvl 70. Anyone know where to find it exactly? ...and also do i have to beat the pokemon league before i can go to anymore islands and get the national dex? and lastly , is there any ingame ways of getting the tickets for special islands.?...

The Power Plant its shaped like a pokeball.Or you must have already fouund it but tossed it away.Yes you have to beat the leauge.

It should be in the Power Plant... i think its somewhere at the bottom.

Well according to a guide on GameFAQs, this is where you get Thunder exactly o.o

To get there: From the enterance, go Up, left, up, right, up, right, down, left down, right, down, and right until you are in a small hall. Keep going to the right until you find a enterance near the end. Go inside and go to the right to find a Pokeball with the Thunder TM inside.

Yes, you need to beat the League.

Nope, you can only get the special tickets form events... currently they are unavailable. The only one you could have gotten was the one for Deoxys. I got it sometime in October i think from the Pokemon Center in NYC

yeh lol i found thunder right after i posted this lol....i didnt look in that one spot, missed it ...oopss

****, i want the tickets...im trying to have someone make me a hack for sapphire that has 3 pokemon giving to you, each holding a diff ticket, then i cant trade 2 to leaf green...(flash linker)...lol but its so hard to find soemone to make it/

Description - Powerful Electric attack but with low accuracy. Chance of
paralyzing an opponent.
