Umm, I am not very sure what you mean, but I'll answer the best I can.
If you mean the new pokemon in Emerald, I think so. It's a new area in the safari zone, and it must have grass. In that area, I guess you get the Coloseum pokemon. Shuckle, however, is caught useing Rock Smash.

If you mean the new area in the Safari Zone, then yes, this is a new area. You need to beat the Elite Four, then the two new bits will open up to reveal Altering Cave Pokemon
If you mean the Battle Frontier, then Sudowoodo and Ditto are the only ones. Sorry. :/
