I have some questions

I dunno what a StaticIP number is, so I can't help you there. But there is no age limit to owning a forum. You could argue that it's 13, since that's the standard age you need to be in order to divulge information about yourself to the online world, but no one every listens to that anyway. o_O
 
StaticIPs prices depend on your ISP.

As for forum owner, no.

Some ISPs give you a static IP standard. You can always use a dynamic DNS pointer to host on a dynamic IP.
 
But others won't. Like mine for instance... we'll have the same IP for a couple months, then all the sudden, it'll change. That is annoying.
 
Well, as I said, that is why you use a free dynamic DNS redirector like no-ip or DHS to track the dynamic IP changes.
 
We do use no-ip... but to get the full deal, it isn't completely free.

You can get a subdomain for free, but you can't host a full domain for free. >>
