Ok Me And My Bro Are Trying To Trade Pokemon From Fire Red To Emerald In The Union Room But Whenever I Put Up My Offer And My Bro Trades It Says You Cant Trade With This Trainer Now...Why Does It Do That.

I think you need the national dex in both fire red and emerald.

Maybe he can't trade yet.

Or isn't there a separate room for trades anyway.

Yeah just use the Trade Room. Its just as easy. :/
