Try Victory Road... Mt. Silver is a better choice, but you need to have all 16 badges in order to access it. Or beg for Rare Candies in the trade section.

Catching multiple chanseys tends to be very difficult. But lucky eggs are a good idea. Try tricking/thiefing them from Chanseys instead, but remember to remove any items (i.e. oval stones) you get before continuing.
