to put the gba fly move pikachu in D/P. I know hm move retrictions. But what if you were to delete the hm move and imigrte it. Wouldnt you be able to reteach fly seeing as its data is to know fly? Its what I am thinking of doing.

If you're talking about wifi battling, then yes. You have an illegal pokemon, you could have hacked it to be anything.
