[Question] I want to make a FireRed Romhack

Hi so, i want to make a Pokemon romhack, preferably FireRed. But i really have no idea what to start. Or if i need a program or like, just how to do it. Ive got ideas, which ill probably just write down in the meantime. I do have access to a laptop, so if i need windows i have that. But i just dont know what to use or what is the best way to do it, so any help would be very appreciated ^^

I have read afew things but honestly i still just dont understand. If you could link me a program if its needed, or just anything it'd be really helpful.

Also! What is the way i can get the most out of the romhack when making it? I know there are afew ways to do it, i dont want to do an Rpg maker game, since i want it to be properly playable on mobile also. ^^
