Identify a card?

I've been trying to find out what this card is for ages. No matter how hard I look, I've never seen another like it. I would GREATLY appreciate it if you could just tell me what it is/says. I've had this card forever, and I really just want to know what it is.

Could be the Japanese version of the card Slot Machine, but I'm not 100% sure, since the US art is very different.

It's Arcade Game in the English print. The English image is actually zoomed into the reels of the far right slot machine, probably because they didn't want to show the whole machine.
